RE: ARPA Funding Allocation Approval - Genesee County Senior Center Capital Improvements projects

recommendation
BOARD ACTION REQUESTED:
Recommending approval for the allocation of $1,600,000 of Genesee County American Rescue Plan Act funding for Genesee County Senior Center Capital Improvement projects. Funds will be allocated to accounts 1010-640.02-899.041 through 1010-640.02-899.056.
BACKGROUND:
In response to the growing need for Senior Center improvements, the Genesee County Board of Commissioners is allocating $100,000 to each of the 16 Senior Centers in Genesee County. This allocation will be for capital improvement projects. In late 2023, the Federal American Rescue Plan Act regulations were adjusted to allow for CDBG-eligible projects to be eligible under the ARPA program. Examples of eligible projects include capital needs and improvements, such as plumbing, lighting, HVAC, and other facility improvements. Centers could also use their funding on vehicles, new flooring, and restroom upgrades.
DISCUSSION:
GCMPC staff will meet with centers to assist in project selection and provide guidance throughout the process.
IMPACT ON HUMAN RESOURCES:
This project has no impact on Human Resources.
IMPACT ON BUDGET:
This project is funded by Genesee County American Rescue Plan Act funding. This project has no impact on the general fund.
IMPACT ON FACILITIES:
This project will have no impact on County facilities.
IMPACT ON TECHNOLOGY:
This project will have no impact on County technology.
CONFORMITY TO COUNTY PRIORITIES:
This project conforms to the Genesee County Priority of Healthy, Livable, and Safe communities. Senior Centers are a valuable resource in any community. By allocating senior centers additional capital to invest, these vital community resources will continue to help seniors stay healthy and social.
