RE: Purchase Material for Drain Repairs

recommendation
BOARD ACTION REQUESTED:
The Drain Commissioners Office-SWM ask the Board to approve the purchase of materials for use in maintenance repairs by our crew to be paid from account Supplies 6390-443.00-763.000 and do a budget amendment upon approval moving $100,000 from vehicles 6390-443.00-981.000 to supplies 6390-443.00-763.000.
BACKGROUND:
For our crew to perform repairs and maintenance of the Storm Drains, it is necessary for us to keep materials on hand. This order for materials is larger than normal for several reasons. First the cost of pipe has more than doubled in recent years, and we did not order much last year due to supply issues driving the price higher. The price has come down, but suppliers have indicated that it will be going up for the new year so we want to lock in the lower prices. Also, there are several maintenance projects we are planning to do this year requiring replacement of failing pipe and that is included in this order.
DISCUSSION:
Of the attached three quotes, ETNA was the lowest at $121,844.10. To fund the PO, we are asking for a budget amendment of $100,000 that with our current budget will cover this purchase and any other supply needs for the rest of the Fiscal year. Fund 6390 is funded through special assessments not the General fund. If approved, said approval will serve as authorization to enter the purchase order on behalf of Genesee County.

IMPACT ON BUDGET:
A line-item transfer is needed for this purchase. No increase in budget is requested.

CONFORMITY TO COUNTY PRIORITIES:
These materials will help with long term financial stability. By replacing sections of pipe instead of going back year after year making small repairs it provides a better result- as the new pipe will b...
