RE: Negotiations for the sale of buildings

recommendation
BOARD ACTION REQUESTED:
Approval of a request to enter negotiations for the sale of Burton Health and the Administration Building.
BACKGROUND:
The Genesee County Board of County Commissioners approved the consolidation of four buildings into the recently purchased Tower Building. The Tower Renovation Project (TRP) anticipated the sale of vacated buildings upon completion of the project. Policy 04.001: Sale/Disposal of Real Property provides a process for the consideration of the sale of county owned facilities. The Policy states that the sale of real property can be initiated "by the receipt of a request for the purchase of County property." The Policy further provides for the priority of sale of real property when making recommendations to the Board of County Commissioners. That order is (i) Another governmental agency, (ii) A non-profit corporation with an emphasis on public projects, and (iii) The general public.
DISCUSSION:
Our office has received a request meeting the guidelines of Policy 04.001 for both buildings. A local non-profit corporation is interested in Burton Health Center and a local Authority has expressed interest in the Administration Building. It is the recommendation of this office that the Board of County Commissioners authorize the Director of Administration to commence negotiations with the interested parties for the sale of both buildings with a draft Purchase Agreement brought to this Board for final consideration once negotiations have concluded.
IMPACT ON HUMAN RESOURCES:
There is no impact on Human Resources with this request.
IMPACT ON BUDGET:
With the sale of these buildings, proceeds will provide a positive impact on the budget through the realization of one-time revenue as well as the reduction of ongoing maintenance and operational costs.
