title
RE: Approval of a request to establish, post, & hire one full time fully grant funded Financial Analyst II position to be paid from account 2829-695.41-702.000 and related fringe accounts and to eliminate a Financial Analyst position

recommendation
BOARD ACTION REQUESTED:
Approval to create a Financial Analyst II position to be in line with the expectations of GCCARD.
BACKGROUND:
Eliminating the current Financial Analyst position and creating a Financial Analyst II position based on increased responsibilities and skillset needed to properly support GCCARD.

DISCUSSION:
In January of 2024, a Financial Analyst II position was created for the Health Department which handles a significant amount of grants. The GCCARD assignment in our department also handles a significant amount of grants ($27.9 million in federal grants alone). The role requires a higher level of coordination with the finance team and program team on a regular basis including attendance at staff meetings for the department as an advisor on best practices, policies, procedures and efficiencies. It also involves preparing and presenting training on financial functions and how they integrate with program functions.
IMPACT ON HUMAN RESOURCES:
Human resources will be responsible for posting and screening for the position.
IMPACT ON BUDGET:
The increase for salaries and related fringes would be $4,498 at the bottom of the pay scale and $7,652 at the top of the pay scale and would be fully grant funded.
IMPACT ON FACILITIES:
N/A
IMPACT ON TECHNOLOGY:
N/A
CONFORMITY TO COUNTY PRIORITIES:
This conforms to Long Term Financial Stability as it supports the growing needs of the County and operations of GCCARD to ensure proper support is provided.
