BOARD ACTION REQUESTED:
At this time, staff is requesting approval to renew the Neighborly Software for the period from 6/30/26 to 6/29/2027 and for Commissioner Dale K. Weighill to sign the contract extension. This is the third extension to the original agreement. The annual amount for 13 licenses is $31,980. Staff is also requesting approval of a corresponding purchase order and budget adjustment.
BACKGROUND:
GCMPC staff uses a grant management software program called Neighborly to assist with tracking Community Develop Programs including Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grant (ESG) projects. Staff researched software solutions available and in 2021, found Neighborly Software as the most suitable for our needs. This software is set up for grant management activities based on the current regulations and guidelines of the U.S. Department of Housing and Urban Development (HUD). The software streamlines the submission of documents from our subrecipients and assists with tracking financial information throughout the grant management process.
These costs will be allocated between the following grant funding sources: Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), and Emergency Solutions Grant (ESG).
DISCUSSION:
These costs will be allocated between various accounts in the following funds: 2337, 2340, 2350, 2360.
IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.
IMPACT ON BUDGET:
All related costs are included in the budget. These amounts are fully funded with grant dollars and there will be no impact on the general fund.
IMPACT ON FACILITIES:
There will be no impact on Facilities.
IMPACT ON TECHNOLOGY:
There will be no impact on Technology. This is a web-based program.
CONFORMITY TO COUNTY PRIORITIES:
This software is a tracking tool that helps to ensure our communities are informed of the program funding available and provides a uniform and digital way to manage, communicate, and track all project documentation. Projects managed under this software help contribute to Community and Economic Growth. Utilizing this software creates staff-time efficiencies which contributes to the financial stability focus area.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize renewing the Neighborly Software agreement for the period commencing June 30, 2026, through June 29, 2027, said renewal being the third extension to the original agreement, at a total cost of $31,980.00 for thirteen licenses, and to authorize approval of a corresponding purchase order and budget adjustment, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the August 12, 2026 meeting of the Community and Economic Development Committee of this board), the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
