BOARD ACTION REQUESTED:
Ratify the Healthcare Coalitions tentative agreement of the Smith Rx as the pharmacy benefit manager.
BACKGROUND:
The Healthcare Coalition is comprised of all Genesee County unions. Coalition members negotiate healthcare options on behalf of their members. Through negotiations, the coalition has tentatively agreed for Smith Rx to administer prescription drug coverage. Smith Rx uses a pass-through model for savings which is different than other PBM’s
DISCUSSION:
The Healthcare Coalition has ratified to move to Smith Rx as the new pharmacy benefit manager. Smith Rx will be responsible for administering Genesee Counties prescription drug coverage.
IMPACT ON HUMAN RESOURCES:
HR/LR will be responsible for the implementation and administration of Smith Rx.
IMPACT ON BUDGET:
Smith Rx’s pass-through savings programs are projected to reduce prescription drug coverage administration costs by 15%.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, the Healthcare Coalition membership is comprised of county employees from all Genesee County unions, and they negotiate healthcare options on behalf of their union members; and
WHEREAS, the Healthcare Coalition has selected Smith Rx to provide prescription drug coverage for employees; and
WHEREAS, the Healthcare Coalition requests this Board to ratify these selections to be offered to employees.
NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Healthcare Coalition to authorize entering into a contract between Genesee County and Smith Rx, whereby Smith Rx will provide prescription drug coverage administration beginning June 1, 2026, through May 31, 2027, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the December 10, 2025 meeting of this Board), and the Chairperson of this Board is authorized to execute the contracts on behalf of Genesee County.
