BOARD ACTION REQUESTED:
Staff is requesting approval to authorize a purchase order for budgeted property acquisition costs during FY 2027. These funds will support the acquisition of single-family homes for GCMPC’s Neighborhood Stabilization Program (NSP) and Neighborhood Purchase Rehab Resale Program (NPRR).

BACKGROUND:
The purchase order will cover costs for the Genesee County Land Bank to acquire and hold eligible single-family residential properties on behalf of GCMPC under the NSP and NPRR programs. Funds will be used to reimburse the Land Bank for eligible property acquisition costs. 

The amounts are from funds that are in the proposed FY 2027 budget.



DISCUSSION:
Through the NSP and NPRR programs, GCMPC works with the Genesee County Land Bank to acquire eligible properties, which are subsequently rehabilitated using program funds. Upon completion, the homes are sold to eligible low- to moderate-income residents, helping return vacant or distressed properties to productive use while expanding homeownership opportunities within Genesee County. 

The requested purchase order will provide the funding necessary to continue this acquisition activity throughout FY 2027.

IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.

IMPACT ON BUDGET:
All costs will be covered by U.S. Department of Housing and Urban Development (HUD) grant funds (CDBG and NSP).

IMPACT ON FACILITIES:
There will be no impact on Facilities.

IMPACT ON TECHNOLOGY:
There will be no impact on Technology.

CONFORMITY TO COUNTY PRIORITIES:
The Neighborhood Stabilization Program (NSP) and the Neighborhood Purchase Rehab Resale Program (NPRR) conform with Genesee County’s priority of creating healthy, livable, and safe communities by purchasing and then rehabilitating vacant and foreclosed properties throughout the County. The homes are then sold to low-to-moderate income households.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize an expenditure and Purchase Order to the Genesee County Land Bank, in an amount not to exceed $600,000.00, to acquire and hold properties for the Genesee County Metropolitan Planning Commission (GCMPC) under the Neighborhood Stabilization and Neighborhood Purchase Rehab Resale Programs, said expenditures to be allocated to accounts 2340-000.00-103.000 (NPRR), 2334-000.00-103.000 (NSP1), and 2335-000.00-103.000 (NSP3), is approved (a copy of the memorandum request being on file with the official records of the September 16, 2026 meeting of the Community and Economic Development Committee of this Board).
