BOARD ACTION REQUESTED:
The Allocation Committee is recommending approval of the fund transfer requests as described below and requesting Genesee County Board Chairperson, Delrico Loyd to approve the request and sign the subrecipient agreements.

BACKGROUND:
As of October 1, 2025, Catholic Charities is transitioning its responsibilities in Genesee County as the Housing Assessment and Resource Agency (HARA) to Genesee Community Health Center. As a result of this transition, Catholic Charities will not administer the 2025 Emergency Solutions Grant (ESG) funds for Homeless Prevention and Rapid Rehousing.  Homelessness Prevention activities are designed to prevent an individual or family from moving into an emergency shelter or living in a public or private place not meant for human habitation. Homeless Prevention funding is used to assist households with rental arrears, rental application fees, security deposits, utility payments, housing stability case management, mediation, legal services, and credit repair.   Rapid Rehousing is permanent housing that provides short-term (up to three months) and medium-term (4-24 months) tenant-based rental assistance and supportive services to households experiencing homelessness.   The Genesee County Community Action Resource Department (GCCARD) and the YWCA of Greater Flint have applied for these funds and have been determined to be eligible to assume responsibility for these funds and implement the associated programs. The funding transfer will occur prior to the execution of the contracts.

CONFORMITY TO COUNTY PRIORITIES:

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize entering into Subrecipient Agreements between Genesee County and Genesee County Community Action Resource Department (GCCARD) and YWCA of Greater Flint, said agreements being necessary to fund GCCARD in the amount of $38,665 to provide Homeless Prevention services and the YWCA in the amount of $13,694 to provide Rapid Rehousing services, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the December 3, 2025 meeting of the Community and Economic Development Committee of this Board), and the Chairperson of this Board is authorized to execute the contracts on behalf of Genesee County.
