BOARD ACTION REQUESTED:
Approval for Advance Local Media to develop and implement an HPV vaccine communications campaign.
BACKGROUND:
The Genesee County Health Department was recently awarded the NACCHO Strengthening Immunization Program Communications and Outreach Capacity grant. The approved workplan for this grant includes the development and implementation of a communications campaign to promote Human Papillomavirus (HPV) vaccinations amongst the adolescent population in Genesee County.
DISCUSSION:
This communications campaign from Advance Local Media will promote HPV vaccine up-take during the back-to-school season per the NACCHO grant agreement. This campaign strategy will be tailored for maximum impact on social media platforms (YouTube, Instagram, MLive, and Facebook). The goal is to bring a script and creative concept to life through professional video production and to effectively reach and engage the target audience through strategic social media advertising. The campaign will be scheduled for a July launch, with drafts and revisions timed to incorporate feedback from a pilot focus group in May. No additional county appropriation is needed.

As part of grant requirements, this expenditure is budgeted for an amount not to exceed $11,224.99 in the account 2211-603.02-801.000 for the current fiscal year.

Advanced Healthcare provides all technical support related to their campaign. There is no anticipated impact on technology related to this request.
CONFORMITY TO COUNTY PRIORITIES:
Healthy, Livable, and Safe Communities: Increasing adolescent vaccination rates, particularly for HPV, directly contributes to preventing vaccine-preventable diseases, reducing the burden of cancer and other illnesses. Strengthening public-facing communication about vaccines empowers families with accurate health information, leading to better decision-making and higher immunization rates.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Health Officer to authorize a Purchase Order, in a total amount not to exceed $11,224.99 to be paid from account 2211-603.02-801.000, for the development and implementation of a communications campaign from Advance Healthcare, with no additional county appropriation required, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the July 16, 2025 meeting of the Finance Committee of this Board).
