BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to accept and expend the Fiscal Year 2027 (FY27) contract between Valley Area Agency on Aging (VAAA) and Genesee County, with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.

BACKGROUND:
GCCARD’s Nutrition Services program has received the FY27 contract from VAAA through the Bureau of Aging, Community Living and Supports (ACLS Bureau), to service eligible seniors through the Home Delivered and Congregate Meal Programs for the period commencing October 1, 2026, through September 30, 2027.

DISCUSSION:
Funds provided by VAAA through the ACLS Bureau shall be used for the purpose of providing home delivered meals to homebound seniors and connecting seniors residing in senior living complexes or attending senior centers to social and rehabilitative services through the Congregate Meal Program. The funding for this year is $226,345.00 for Congregate and $653,404.00 for Home Delivered Meals. This funds the VAAA portion of the Senior Nutrition Program at a total of $879,749.00.

IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources with this request.

IMPACT ON BUDGET:
GCCARD will work with Fiscal Services to incorporate the VAAA funds into our FY27 budget with funds being deposited as follows:  VAAA Mobile Meals - $653,404.00 into 2731-697.15-634.009 and VAAA Congregate Meals - $226,345.00 into 2731-697.16-634.009.  No General Fund appropriation is required for this request.

IMPACT ON FACILITIES:
There will be no impact on facilities with this request.

IMPACT ON TECHNOLOGY:
There will be no impact on technology with this request.

CONFORMITY TO COUNTY PRIORITIES:
This memorandum conforms to Genesee County’s priorities of Healthy, Livable and Safe Communities and Inclusive, Collaborative Culture as the partnership with VAAA ensures that program partnerships with local organizations, senior centers and living communities provide nutritious meals to seniors across Genesee County.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize accepting and expending the FY27 contract between Genesee County and the Valley Area Agency on Aging (VAAA) to fund the Home Delivered Meals and Congregate Meals programs in the total amount of $879,749.00 from VAAA through the Bureau of Aging, Community Living, and Supports (ACLS Bureau), for the period commencing October 1, 2026, through September 30, 2027, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
