BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to obtain a purchase order (PO) for Genesee Packaging, Inc. not to exceed $35,000.00 for fiscal year 2026 (FY26), with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
GCCARD’s USDA Supplemental Food Program provides supplemental food boxes to eligible seniors monthly through the Commodities Supplemental Food Program (CSFP) and individuals and families facing a food crisis quarterly through The Emergency Food Assistance Program (TEFAP).
DISCUSSION:
This PO will be utilized by GCCARD’s USDA Supplemental Food Program to purchase the boxes necessary to package USDA foods for distribution through CSFP and TEFAP. This local vendor, Genesee Packaging, was chosen for quoting a significantly lower price per unit than nationwide vendors such as Uline or Staples.
IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.
IMPACT ON BUDGET:
Funds for this PO are to be allocated as follows: $17,500.00 to fund number 2759-697.30-801.002 and $17,500.00 to fund number 2757-697.30-801.002. No General Fund appropriation is required for this request.
IMPACT ON FACILITIES:
There will be no impact on facilities.
IMPACT ON TECHNOLOGY:
There will be no impact on technology.

This memorandum conforms to Genesee County’s priority of Long-Term Financial Stability as we ensure that GCCARD funds are expended accurately and efficiently and Healthy, Livable and Safe Communities as we continue to provide eligible Genesee County seniors, individuals and families with healthy supplements to create nutritious meals for themselves and their families.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize an expenditure, in the form of a Purchase Order, to Genesee Packaging Inc., in an amount not to exceed $35,000.00 for materials necessary to distribute USDA Foods through GCCARD’s USDA Supplemental Food Program, with expenditures to be paid from account 2759-697.30-801.002 ($17,500.00) and 2757-697.30-801.002 ($17,500.00) with no use of general funds required, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the December 3, 2025 meeting of the Finance Committee of this Board).
