BOARD ACTION REQUESTED:
It is respectfully requested by the 67th District Court to amend the Genesee County Sobriety Court (GCSC) Bureau of Justice Assistance (BJA) federal grant budget to align with available grant funds. It is also requested that the balance of county appropriated funds in the GCSC federal grant budget from FY2023 be reallocated to FY2024.
BACKGROUND:
Genesee County Sobriety Court was awarded a BJA 4-year $750,000 grant ($187,500 per year) for fiscal years 2023 through 2026. The Board approved the acceptance of the grant through resolution 2022-899.
DISCUSSION:
There were unused funds within the BJA grant for fiscal year 2023. The Bureau of Justice Assistance has approved the reallocation of fiscal year 2023 funds to fiscal year 2024. Therefore, the Boards approval is being requested to amend the GCSC FY2024 budget in order to maximize the grant award from BJA. It is also requested that the balance of county appropriated funds ($11,759.74) from FY2023 be rolled over into the FY2024 budget.

IMPACT ON BUDGET:
The grant budget that is impacted is 2931.286. An approval of this request would allow county appropriated funds and unused grant funds to be reallocated from fiscal year 2023 to fiscal year 2024. The federal participation amount will increase as will allowable expenditures. A budget amendment is attached to this request.

The BJA grant funds advance the priority of safe communities by enhancing public safety by providing the tools, resources, and support necessary for alcohol-dependent offenders to attain and maintain sobriety.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan that the request by 67th District Court to authorize amending the Genesee County Sobriety Court Bureau of Justice Assistance grant budget, fund number 2931-286, said amendment necessary to align the budget with available federal grant funds, is approved (a copy of the memorandum request and supporting documentation being on file with official records of the November 29, 2023 meeting of the Finance Committee of this Board), and the Chief Financial Officer is directed, as necessary, to make the budget line item adjustments.
