RE: Approval of a request to amend the Local Water Utility Affordability-2025 Agreement between the Michigan Department of Health and Human Services and Genesee County
recommendation
BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to accept Amendment No. 1 for the Local Water Utility Affordability-2025 (LWUA) grant agreement between the Michigan Department of Health and Human Services (MDHHS) and the County of Genesee, with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
GCCARD has received a notice of an award decrease for LWUA-25 from MDHHS. This amendment reduces the original award total from $1,175,000.00 by $425,000.00 for a new award total of $750,000.00. The LWUA-25 award was approved via RES-2024-925. These funds will continue to be used for the purpose of providing assistance for water utility and wastewater service arrearages to eligible Genesee County residents.
DISCUSSION:
LWUA-25 funds may be used to pay water utility and wastewater service arrearages up to $3,000.00 for eligible Genesee County residents. The term of this agreement runs from October 01, 2024, through September 30, 2026.
IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.
IMPACT ON BUDGET:
This amendment will decrease funding from the original agreement of $1,175.00 by $425,000.00 for a new award total of $750,000.00. A budget amendment will be included in a separate request. No General Fund appropriation is required for this request.
IMPACT ON FACILITIES:
There will be no impact on Facilities and Operations.
IMPACT ON TECHNOLOGY:
There will be no impact on Information Technology.
CONFORMITY TO COUNTY PRIORITIES:
This memorandum conforms to Genesee County’s priority of Healthy, Livable and Safe Communities as providing monetary assistance for water utility and wastewater service arrearages through LWUA will ensure access to safe drinking water and the maintenance of good personal hygiene. Genesee County residents who receive this assistance will be able to complete daily tasks many of us take for granted such as the ability to cook, do laundry, and bathe.
