RE: Approval of the McDonald Dairy Site - Demolition Project

recommendation

BOARD ACTION REQUESTED:
Staff is requesting approval of the McDonald Diary site demolition project.  This item was approved by the Board of County Commissioners on 3/27/24.  Submitting through Document Review for contract approval.

BACKGROUND:
GCMPC is working toward developing a permanent recycling and education center that will be available to Genesee County residents to properly dispose of various materials including household hazardous waste. The former McDonald Dairy site at 609 Chavez Drive, Flint, MI 48503, which is currently owned by the Genesee County Land Bank, has been identified as a suitable location for the recycling drop-off facility and various other County facilities. The property has dilapidated buildings that have fallen into disrepair. Due to this, GCMPC, in partnership with the project’s demolition oversight consultant, The Mannik & Smith Group (MSG), is proposing to hire Burnash Wrecking Inc to complete demolition activities on the property.

DISCUSSION:
Staff is requesting approval to establish a budget of $650,000 for the McDonald Dairy site demolition project. This project will be funded by the Genesee County Treasurer’s delinquent tax revolving fund with no use of county General Fund money. The budget will consist of demolition oversight expenses, demolition activities, and contingency costs. Below is a chart of the expected budget for the project:

This budget provides the financial framework for this demolition. To aid in keeping the project on track, the Director of Administration will have signature authority for items that fall within the adopted budget. Any item that exceeds the adopted budget will require further review and approval by the Board of County Commissioners. All items requiring signature for this project will follow the regular documented review process with oversight provided by the appropriate support department.  Staff is recommending acceptance of Burnash Wrecking’s negotiated bid of $488,000, which is the lowest bid received for demolition services.  Staff is requesting approval for the Board of Commissioners to accept the conveyance of the former McDonald Dairy site property from the Genesee County Land Bank and authorize the Chairperson of the Board to execute any necessary transfer documents on behalf of Genesee County.

IMPACT ON HUMAN RESOURCES:
No impact on human resources. Demolition services will be conducted by the hired contractor.

IMPACT ON BUDGET:
The budget is funded through the Genesee County Treasurer’s office delinquent tax revolving funds. No General Funds will be used for this project. A budget amendment is included in a separate request.

IMPACT ON FACILITIES:
This project will demolish existing dilapidated facilities at the project site. Once demolition is complete, design and construction will commence for the recycling and education center to be located on the property.

IMPACT ON TECHNOLOGY:
No impact on technology. This request is for the demolition of abandoned facilities.

CONFORMITY TO COUNTY PRIORITIES:
To meet Genesee County’s priority of healthy, livable, and safe communities, this project will support the demolition of a dilapidated facility located in the heart of the City of Flint, a community that greatly calls for revitalization. Further, by establishing a recycling center after demolition, residents will have a more convenient and accessible opportunity to properly dispose of household hazardous waste, electronics, and other materials.   To meet Genesee County’s priority of long-term financial stability, the development of a permanent recycling center, after demolition is completed, will provide a new cost-effective service to residents based on data derived planning.
