BOARD ACTION REQUESTED:
Approval to sign the agreement
BACKGROUND:
We have had a data sharing agreement with the State called MiSail. This was focused on essentially exchanging our parcel data for any aerial imagery the state would collect. This new agreement expands that to a few more layers that are all public safety oriented for use in the statewide NG911 effort.
DISCUSSION:
We have longstanding had a policy to share our data with other government entities. We have specifically shared the parcel data through a previous agreement. The other layers follow that same procedure. This formalizes that relationship and opens the opportunity for us to have the State host that data for us -in concert with our Open GIS data effort. This is optional and we may not utilize State hosting. The GIS Steering Committee voted to support this on 9/22/2026.

Could provide additional free channel for making our data available.
CONFORMITY TO COUNTY PRIORITIES:
This agreement to share data with the State, at its core, represents a collaborative culture. It also aids in the realm of public safety since the layers are directly useful in the NG911 system. It could also benefit community growth by providing yet another channel by which our data is readily available for potential development, redevelopment or other efforts to benefit the economy of the county.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County Michigan, that the request by the GIS Director to authorize entering into the Data Sharing Agreement between Genesee County and the Michigan Department of Technology, Management and Budget, Center for Shared Solutions (“DTMB”), whereby the County and DTMB will make certain geographic information system data and digital orthoimagery available to each another without fee, pursuant to the Enhanced Access to Public Records Act, 1996 PA 462, MCL 15.441 et seq., for the term beginning on the date of the last approving signature and continuing until terminated by either party upon 60 days’ written notice, at no cost to the County, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the November 3, 2026 meeting of the Governmental Operations Committee), and the GIS Director is authorized to execute the agreement on behalf of Genesee County.
