BOARD ACTION REQUESTED:
Approval to update Family Planning Fee Schedule
BACKGROUND:
The Michigan Title X Family Planning Program requires sub-recipients to review their program costs using the cost analysis tool developed by the MDHHS Family Planning Program and requires sub-recipients to reassess their fee schedule at least every two years.
DISCUSSION:
GCHD Family Planning program identified the cost per procedure using the cost analysis tool provided. We then compared our cost per procedure to Michigan Medicaid fee schedule published by MDHHS and reimbursement rates of Blue Cross Blue Shield and found that those rates were generally 85-90% below our actual costs per procedure. To remain competitive with other providers of Family Planning Services in the area, we will set our rates at roughly 85% below our actual cost of providing the services.
IMPACT ON HUMAN RESOURCES:
There is no impact on Human Resources.
IMPACT ON BUDGET:
The updated fee schedule will keep us in line with current private and Medicaid reimbursement rates which will provide us with opportunity for revenue and sustainability of the program.
IMPACT ON FACILITIES:
There is no impact on facilities.
IMPACT ON TECHNOLOGY:
There is no anticipated impact on technology.
CONFORMITY TO COUNTY PRIORITIES:
Long Term Financial Stability: Data based decision making and planning GCHD’s Family Planning program made the decision to set rates in line with Medicaid and private reimbursement rates in order to stay competitive with other providers of Family Planning Services in the area.
