BOARD ACTION REQUESTED:
Approval of creating a Purchase Order with Dell Technologies exceeding $10,000.00 for FY 25-26

BACKGROUND:
This request is to replace several Health Department laptops, which are no longer performing at the level needed due to insufficient memory. Many of which were issued within the past five years and therefore do not qualify for replacement under the County’s standard 5-year refresh cycle. Additionally, insufficient memory capacity does not meet the threshold for a warranty claim. As a result, routine IT replacement pathways are not available for these devices. As the IT approved vendor for laptop purchases, Dell Technologies has been selected to purchase replacement laptops.

DISCUSSION:
Current laptop memory is inadequate to support staff in performing their daily responsibilities effectively. To address this operational need, the Health Department is proposing to purchase replacement laptops using available grant funds. This approach ensures continuity of operations and supports the department's ability to deliver quality public health services.
The request for a purchase order not to exceed $50,000 is anticipated to cover approximately 25 laptop and docking station combinations. A standard laptop and docking station combo is $1,480.00. A 2in1 laptop and docking station combo is $1,833.00. The not-to-exceed amount includes a 20% buffer to account for potential cost increases between the time of approval and the time of purchase.

IMPACT ON HUMAN RESOURCES:
There is no impact on Human Resources.

IMPACT ON BUDGET:
The Health Department has budgeted funding available within program lines and a Public Health Infrastructure Grant (PHIG) which permits purchase of technology items for staff. Budgeted lines include: 2210-601.01-763.000, 2210-602.07-763.000, and 2210-618.03-763.000, not to exceed $50,000.00

IMPACT ON FACILITIES:
There is no impact on Facilities.

IMPACT ON TECHNOLOGY:
IT Department would approve, place order, and distribute laptops to staff.

CONFORMITY TO COUNTY PRIORITIES:
This request supports Healthy, Livable and Safe Communities by ensuring Health Department staff have the tools necessary to deliver public health services effectively. It also supports Long-Term Financial Stability by leveraging existing grant funds rather than County general funds.

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Health Officer to authorize an expenditure, in the form of a purchase order to Dell Technologies, to purchase approximately 25 laptop and docking station combinations, at a total cost not to exceed $50,000.00 to be paid from accounts 2210-601.01-763.000, 2210-602.07-763.000, and 2210-618.03-763.000, with no additional County Appropriation needed, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the April 8, 2026 meeting of the Finance Committee of this Board).
