BOARD ACTION REQUESTED:
Staff is requesting approval of the Architectural Services Contract amendment with DLZ Michigan Inc, for additional design work for Motor Pool/GCCARD Warehouse for a total contract amount of $1,670,480 and for Board Chairperson Dale K. Weighill to sign the amendment.
BACKGROUND:
The County Board of Commissioners requested that DLZ provide an updated budget and scope of work to include architectural services for two new facilities to be located on parcels adjacent to the new Recycling and Education Center. The facilities include Fleet Services (Motor Pool) and Genesee County Community Action Resource Department (GCCARD) warehouse.
DISCUSSION:
This approval of the Recycling and Education Center Architectural Services Contract Amendment #2 with DLZ includes an increased budget of $1,243,680. This increase will be paid from the following accounts: $423,560 from 6610-000.00-158.000 for Motor Pool and $820,120 from 4018-255.06-975.002 for GCCARD. The total project amount is $1,670,480.
IMPACT ON HUMAN RESOURCES:
No impact on human resources. Services will be conducted by the hired contractor.
IMPACT ON BUDGET:
The budget is funded through the Capital Project Fund Balance.
IMPACT ON FACILITIES:
This project will design and assist with the construction administration of Fleet Services (Motor Pool) Program and Genesee County Community Action Resource Department (GCCARD) warehouse.
IMPACT ON TECHNOLOGY:
No impact on technology.
CONFORMITY TO COUNTY PRIORITIES:
To meet Genesee County’s priority of long-term financial stability, this project will support the design and construction of Fleet Services (Motor Pool) Program and Genesee County Community Action Resource Department (GCCARD) warehouse on parcels adjacent to the new Recycling and Education Center, providing a new energy efficient and consolidated site for both locations.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize amending the Architectural Services Contract between Genesee County and DLZ Michigan, Inc., said amendment being necessary for additional design work for a Motor Pool area and a GCCARD Warehouse, at an increased cost in an amount not to exceed $1,243,680 to be paid from account 6610-000.00-158.000 ($423,560) and account 4018-255.06-975.002 ($820,120), for a total project amount of $1,670,480, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the April 8, 2026 meeting of the Public Works Committee of this Board), the Chairperson of this Board is authorized to execute the contract amendments on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
