BOARD ACTION REQUESTED:
Staff is requesting approval of a contract amendment with REACH Resource Services to extend the contract time of performance and increase the contract funding as described below. Staff is also requesting approval of a corresponding purchase order amendment and budget adjustment as well as authorization for Board Chairperson Dale K. Weighill to execute the contract amendment.
BACKGROUND:
The Genesee County Metropolitan Planning Commission administers HOME Investment Partnerships Program funds provided by the U.S. Department of Housing and Urban Development (HUD), including Tenant Based Rental Assistance (TBRA) activities.
Staff is requesting approval to amend the existing TBRA Subrecipient Agreement with REACH Resource Services to extend the contract time of performance and increase the contract amount to ensure sufficient funding is available to support the second year of eligible tenant lease agreements.
DISCUSSION:
The proposed amendment includes the following revisions:
Time of Performance: The contract period will be amended to extend the term from September 30, 2026, through September 30, 2027, allowing continued assistance for the second year of eligible tenant lease agreements.
Budget: The contract funding will be increased, establishing a revised contract amount not to exceed $163,823 to support eligible TBRA program expenses (account #2360-704.22-899.000). This is a $45,000 increase from the original contract amount of $118,823. The additional funding was calculated based on the projected rental assistance and eligible program costs necessary to complete the remaining second-year assistance for currently enrolled TBRA participants.

This amendment supports Genesee County's priority of promoting healthy, livable, and safe communities by ensuring continued permanent housing rental assistance for eligible households, youth ages 18 through 24, through the HOME Tenant Based Rental Assistance (TBRA) Program.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize amending the contract between Genesee County and REACH Resource Services, said amendment being necessary to extend contract time of performance and to increase contract funding by budget amendment, approving the respective budget amendment and purchase order amendment, and approving an authorized signature on the amendment, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the September 16, 2026 meeting of the Community and Economic Development Committee of this Board), the Chairperson of this Board is authorized to execute the amendment on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
