RE: Household Hazardous Waste Collection Services Contract - Contract Amendment

recommendation

BOARD ACTION REQUESTED:
GCMPC staff is recommending the Board of Commissioners approve the Household Hazardous Waste Collection Services Contract Amendment with ERG Environmental Services and for Board Chairperson James Avery to sign the contract amendment. Staff is also requesting approval to create a budget and P.O. adjustment of $75,000, this will allow for one additional event and an increased participation at currently scheduled events.

BACKGROUND:
The public demand for household hazardous waste (HHW) disposal has required GCMPC to consider the addition of an additional Recycle Day event to the 2024 schedule. The original four events scheduled are insufficient to keep up with the needs of Genesee County residents.

DISCUSSION:
GCMPC staff is recommending approval from the Board of Commissioners to approve and sign the contract extension with ERG Environmental Services to increase participation at the Recycle Day events. The event format will be slightly adjusted to allow a fair opportunity for all residents to make an appointment.

IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources as this request extends an existing contract with a contractor.

IMPACT ON BUDGET:
This contract amendment is funded by the Genesee County Solid Waste Ordinance (account # 2321-735.00-872.006). The contractor shall be paid $160.00 per car that is dropping off materials.

IMPACT ON FACILITIES:
Recycle Day events are held in partnership with local agencies via signed site agreements.

IMPACT ON TECHNOLOGY:
There will be no impact on Technology as this request extends an existing contract with a contractor.

CONFORMITY TO COUNTY PRIORITIES:
To meet Genesee County’s priority of healthy, livable, and safe communities, this contract will support an additional Recycle Day event in 2024 for the collection of household hazardous waste and electronics from residents. Proper disposal of these materials is crucial for safeguarding human health, protecting the environment, complying with regulations, and promoting sustainable practices. It is an integral part of responsible waste management and contributes to the overall well-being of communities and the ecosystem.
