BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests the approval of an amendment to the contract with ROWE Professional Services Company, for a total contract amount not to exceed $985,533.00, for construction engineering services of Phase 2 of the Iron Belle Trail - Atlas Connector Project.
BACKGROUND:
Genesee County executed a Professional Services Contract, by RES-2021-727, for ROWE Professional Services Company to provide design engineering services and construction engineering services for the development of sections of the Iron Belle Trail, a non-motorized trail that will traverse throughout Genesee County. The Iron Belle Trail is a 2,000 plus mile, state-designated trail, the longest in the United State, running from Belle Isle Park in Detroit to Ironwood in the western Upper Peninsula.
The contract was amended three times since, following refinement of scope of services and budget for additional professional services related to the project. Phase 1 is now complete. The Phase 2 progress schedule has now been developed for the section connecting Mancour Drive to Grand Blanc Middle School in Grand Blanc.
DISCUSSION:
The Parks wish to amend the contract to revise the total contract amount, for an increase of $401,650.00, to record a total contract amount of $985,533.00. CE services include office tech services, materials testing, construction staking, construction observation, and project administration of the Iron Belle Trail - Atlas Connector Project - Phase 2 - Mancour Drive to Grand Blanc Middle School.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, a Professional Services Contract between Genesee County and ROWE Professional Services Company was executed, by RES-2021-727, pursuant to which ROWE Professional Services Company would provide Design Engineering Services and Construction Engineering Services for the Iron Belle Trail - Atlas Connector section, in an amount not to exceed $197,283.00; and
WHEREAS, an amendment to the contract was executed by RES-2022-313, increasing the contract amount from $197,283.00 to $424,783.00, following refinement of scope of services and budget for additional professional services, including revisions based on MDOT specifications, permitting from SHPO, water and waste services, and EGLE; and
WHEREAS, an amendment to the contract was executed increasing the contract amount from $424,783.00 to $508,883.00, budgeting for additional professional services; and
WHEREAS, an amendment to the contract was executed by RES-2024-365, increasing the contract amount from $508,883.00 to $583,883.00, for the completion of Phase 1 construction engineering, utility items, and project management for the Iron Belle Trail - Atlas Connector Project; and
WHEREAS, the Parties wish to amend the contract amount from $583,883.00 to $985,533.00, an increase of $401,650.00, for Phase 2 construction engineering services connecting the trail from Mancour Drive to Grand Blanc Middle School in Grand Blanc.
NOW THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Parks and Recreation Director to authorize amending the Professional Services Contract between Genesee County and ROWE Professional Services Company, said amendment being necessary to increase the total contract amount from $583,883.00 to $985,533.00, for services related to the Iron Belle Trail - Atlas Connector Project, to be paid from account 2088-782.01-974.000, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the August 12, 2026 meeting of the Public Works Committee of this Board), the Chairperson of this Board is authorized to execute the amendment on behalf of Genesee County, and the Chief Financial Officer is directed, as necessary, to record the attached budget adjustment.
