BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to obtain a Purchase Order (PO) for Genesee Group, Inc. not to exceed $35,000.00 for Fiscal Year 2027 (FY27), with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
GCCARD’s USDA Supplemental Food Program provides supplemental food boxes to eligible seniors monthly through the Commodities Supplemental Food Program (CSFP) and individuals and families facing a food crisis quarterly through The Emergency Food Assistance Program (TEFAP).
DISCUSSION:
This PO will be utilized by GCCARD’s USDA Supplemental Food Program for the provision of food boxes to be used in the distribution of USDA food to eligible seniors monthly through CSFP and individuals and families facing a food crisis quarterly through TEFAP.
IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.
IMPACT ON BUDGET:
Funds for this PO are available in the approved budget for fund numbers 2759-697.30-752.000 and 2757-697.30-752.000, not to exceed $35,000.00 for FY27. No General Fund appropriation is required for this request.
IMPACT ON FACILITIES:
There will be no impact on Facilities.
IMPACT ON TECHNOLOGY:
There will be no impact on Technology.
CONFORMITY TO COUNTY PRIORITIES:
This memorandum conforms to Genesee County’s priority of Healthy, Livable and Safe Communities as GCCARD continues to provide eligible Genesee County seniors, individuals and families with nutritious supplemental foods.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize an expenditure, in the form of a Purchase Order to Genesee Packaging, Inc., in an amount not to exceed $35,000.00 for materials necessary to distribute USDA Foods through GCCARD’s USDA Supplemental Food Program for FYE 2027, with expenditures to be paid from accounts 2759-697.30-752.000 and 2757-697.30-752.000, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Finance Committee of this Board).
