BOARD ACTION REQUESTED:
The Genesee County Sheriff’s Office requests approval to enter into an agreement with Motherly Intercession to provide ongoing support services to incarcerated individuals in the Genesee County Jail and their families for the term of October 1, 2026, through September 30, 2027. The cost of this service is $50,000.00 tis budgeted for in FY 26-27.
BACKGROUND:
The Genesee County Sheriff’s Office has worked with Motherly Intercession for over twenty-five years. Motherly Intercession's long-standing commitment to support and foster justice-impacted families in Genesee County cannot be duplicated. Their dedication to this population has been one of compassion, empathy, and service, ensuring children of incarcerated individuals procure lasting relationships with their parents. Motherly Intercession offers the following services: Survey in-custody inmates to determine eligible children. Conduct face-to-face interviews of inmates to collect the children’s names and ages, as well as the contact information for the parent(s)/guardian(s)/caretaker(s). Communicate with Genesee County Sheriff's Office staff to confirm any court orders or restrictions preventing the inmate from having a contact visit with their child. Contact parent(s)/guardian(s)/caretaker(s) to gain consent for the child to attend a contact visit with the incarcerated parent. Verify parental rights. Confirm with Genesee County Sheriff's Office staff the inmate(s) location and eligibility for in-person visit. Staff is present every other Saturday from 8:00 AM until visits are completed (2:00 - 3:00 PM). During this time, they complete check-ins, assist with searches of minor children, escort children to the visiting area, and oversee the engagement of parent(s) and children during the visit.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Office of Genesee County Sheriff to authorize entering into a professional services contract between Genesee County, the Sheriff’s Office, and Motherly Intercession, whereby the contractor will provide support services for incarcerated individuals in the Genesee County Jail for the term commencing October 1, 2026, through September 30, 2027, at a total cost not to exceed $50,000.00 to be paid from general fund account 1010-305.00-801.004 as outlined in the memorandum request and attached contract, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Governmental Operations Committee of this Board, and both the Chairperson of this Board and the Sheriff are authorized to execute the contract on behalf of Genesee County.
