BOARD ACTION REQUESTED:
Approval to receive $15,000 from opioid settlement funds for services conducted in FY2026, ending September 30, 2026, for the Grant Coordinator position now that billing is needed to be entered for opioid settlement services.
BACKGROUND:
Genesee County Board of Commissioners approved RESO-2024-318; fulfilling the Deputy Director position costs with grants and opioid settlement funds. The Opioid Settlement Steering Committee was appointed in February 2026, and since their inception, workload and funding entry have increased. The department has been leveraging their own staff time and utilizing other grant funds, but it is imperative that our workload corresponds as closely as possible to the grant.
DISCUSSION:
Now that it’s showing that more billings/invoices will need to be entered in BS&A for opioid settlement purchases/services, another staff is a must. We strive to maintain a conflict-of-interest department and the only staff within the department funding through opioid settlement is the Deputy Director who rightly can’t dictate the purchase and enter it. Tiffany Jones, Grant Coordinator, already has the knowledge to fulfill the required entries and tasks.
Alleviating this amount from her duties within the community corrections grant will offer more opportunity to increase other services within the grant.
Sadly, the Opioid Settlement Steering Committee did not convene in July as scheduled. This delayed this request until the committee gathered, September 4th, and approved.

These services within the department contribute towards Health, Livable, & Safe Communities by helping reduce crimes in relation to substance use disorder and continue to help reduce incarceration rates through engagement. A department that maintains ethical standards is nothing less than a steward. Standing tall, showing the community we are committed to all our growth. This is how we further ourselves into the priority of an Inclusive and Collaborative Culture. The county maintains the position of convener to obtain the best possible outcomes with these dollars.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Deputy Director of Community Engagement and Justice Services to authorize a budget amendment to use $15,000.00 from the opioid settlement funds towards the total cost of the Grant Coordinator position and granting permission for the total cost of the Grant Coordinator ($113,826.00) to be moved among the approved salary and related fringe account numbers, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Finance Committee of this Board).
