BOARD ACTION REQUESTED:

To authorize and approve a Purchase Order request to Zoetis in an amount not to exceed $60,000.00 to remit during FY26/27 to purchase necessary vaccines and other medical supplies.

 

BACKGROUND:
Zoetis is the current vendor that provides Animal Care with vaccines and other medical supplies at low cost shelter discounted pricing.  Animal Care provides Distemper (DHLPP/DHPP), Bordetella, Rabies, Feline RCP vaccinations, Heartworm/FELV FIV testing to all dogs and cats during intakes. As the population we serve are considered stray animals, no known medical knowledge is available upon intake.  Therefore, Animal Care provides necessary preventative vaccinations to ensure positive outcomes for our adoptable, rescue, fostered and shelter to shelter transferred animals.  Animal Care also vaccinates animals in our TNR (Trap,Neuter and Release) program for community feral cats. Annually we also provide public shot clinics to aid in the health and welfare of owned animals.

DISCUSSION:
Animal Care intakes over 4000 stray running at large animals annually, services community feral cats, and aids in vaccinating owned animals through our community based free shot clinics.  This assists in the overall health and welfare of the County’s ever-growing animal population.  Zoetis is Animal Care’s existing vendor that supplies these needs to meet the preventative care required.  To aid in the fight against infectious diseases, Animal Care makes available better health extending Zoetis’ low costs to the community we serve. As costs arise and our community outreach has grown, our demand has exceeded previous year’s expenses. We have seen a decrease in licensing, which is based on a Rabies shot. Providing free vaccines, closes the gap for owners to obtain licensing without the additional cost of paying for administering a shot with a local veterinarian. During FY24/25 we serviced 323 TNR cats that received rabies and flea preventive treatment. To date, within FY25/26, we have serviced 510 TNR cats. During FY24/25 our annual shot clinics serviced 719 animals. To date, during FY25/26 we serviced 429 dogs with the remaining shot clinic to be held September 18, 2026. Providing free rabies generates licensing revenue for the Treasurer’s office.

LADIES AND GENTLEMEN:

                     BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Animal Care Director to authorize an expenditure, in the form of a blanket purchase order to Zoetis, in an amount not to exceed $60,000.00 to be paid from account 2130.430.00.773.000, to purchase necessary vaccines and other medical supplies at Animal Care for FYE 2027, is approved (a copy of the memorandum request being on file with the official records of the September 16, 2026 meeting of the Governmental Operations Committee of this Board).
