BOARD ACTION REQUESTED:
Authorization to enter into two similar but separate contracts with Great Lakes Civil Services for civil cases involving child support and abuse and neglect cases.
BACKGROUND:
The Genesee County Prosecutor’s Office (GCPO) receives federal Title IV-E funding from the State of Michigan to represent the Department of Health and Human Services (MDHHS) in Family Court on child abuse and neglect cases. Similarly, the GCPO receives federal funding through Title IV-D to represent MDHHS in child support cases. These matters involve civil litigation and require parties be served to provide notice of the dates they are required/entitled to be in court. Service of notice is the responsibility of the parties and in this case, it is the Prosecutor’s Office’s responsibility in its representation of MDHHS as Plaintiff. The attached contracts specify the details including the payment of a flat fee of $37 per successful service which will be billed back to our client, MDHHS, resulting in a "no cost" total reimbursement situation for Genesee County.
DISCUSSION:
The current contracts for these same services expire on September 30, 2026 and there is no change to the terms of the proposed contracts other than the dates being from October 1, 2026 through September 30, 2027.

These contracts address the priority of long-term financial stability through use of federal grant funds to provide the services at no cost to the County and also addresses the priority of a healthy, livable and safe community by advocating for the well-being of children through the court system.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by Office of the Prosecuting Attorney to authorize entering into two separate Professional Services Contracts between Genesee County and Great Lakes Civil Services, Inc. (GLCS), whereby GLCS will serve legal process in establishment of paternity and child support cases under one contract, and in foster care cases in abuse and neglect cases under the other contract, on behalf of the Prosecutor’s Office in its representation of the Michigan Department of Health and Human Services (MDHHS), for the terms commencing October 1, 2026, through September 30, 2027, at a cost to the County not to exceed a $37.00 flat fee per successful service of process to be paid from federal Title IV-D and Title IV-E funding from the State of Michigan as part of the Prosecutor’s representation of MDHHS in Family Court, budget Account # 1010-296.01-812.000, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the September 16, 2026 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
