BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests the approval to apply for a grant from the Michigan Natural Resources Trust Fund to renovate and develop the parking lot at Stepping Stone Falls. Grant Amount Request: $125,000.00.
BACKGROUND:
Stepping Stone Falls park has become a high traffic area of the parks system. In consideration of its current condition, as well as its growing popularity, a renovation of the lot would improve access to the Flint River and Iron Belle Trail, and amenities available to residents and visitors of Genesee County.
DISCUSSION:
This project includes renovation and development of the parking lot at Stepping Stone Falls and development of an accessible picnic area.
Grant applications to the Michigan Department of Natural Resources requires a certified resolution.
This grant will require a 26% match from millage funds and in-kind labor.
NO USE OF GENERAL FUND.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, the Michigan Natural Resources Trust Fund is accepting grant applications; and
WHEREAS, grant funds could provide park improvements including the development of a parking lot and accessible picnic area, improving access within Stepping Stone Falls park; and
WHEREAS, Genesee County, as the grant recipient/applicant, would be required to commit a local match from its own resource to support any confirmed funds, with a twenty-six percent (26%) match requirement, totaling $45,000.00, to be funded by the Genesee County Parks and Recreation budget and local sources.
NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Parks and Recreation Director to authorize submitting an application to the Michigan Natural Resources Trust Fund for a grant, in the amount of $125,000.00, to fund park improvements and to improve recreational opportunities within Stepping Stone Falls, is approved (a copy of the memorandum request being on file with the official records of the February 19, 2025 meeting of the Finance Committee of this Board), and the Chairperson of this Board is authorized to sign any grant applications documents on behalf of Genesee County.
