BOARD ACTION REQUESTED:
Approval for the Circuit Court to enter into a three (3) year agreement with Tyler Technologies, Inc. for jury management software. The County has the option to extend the agreement for up to three (3) additional one-year terms. The total cost for the initial agreement is $62,653.00.
BACKGROUND:
The Genesee County Circuit Court collaborated with the Oakland County Circuit Court in 2017 to publish a request for proposals for jury management software that would introduce an electronic workflow for juror management in compliance with mandated standards from the State Court Administrative Office (SCAO). The successful proposer was Courthouse Technologies, which was subsequently acquired by Tyler Technologies, Inc. This request is to enter into a new agreement with Tyler Technologies, Inc for an additional 3-year term.
DISCUSSION:
The jury management software positions the court to provide an enhanced juror experience by permitting juror questionnaires to be submitted online, email and text messaging for schedule changes and payment for services utilizing cash dispensing kiosks that are compatible with the jury software for audit and reporting requirements. As a legacy customer of Tyler Technologies, Inc. for the jury software, the court receives a substantial discount which is reflected in the annual subscription fee.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Circuit Court Administrator to authorize entering into the jury management software contract between Genesee County and Tyler Technologies, Inc., whereby jury management software will be managed for the term October 2, 2023 through October 2, 2024 at a cost to the county of $62,653.00 to be paid from account number 1010-283.00-933.001, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the November 29, 2023 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
