recommendation

BOARD ACTION REQUESTED:
Approval to create, post and fill one (1) Secretary Position

BACKGROUND:
COVID-19 is a program that performs communicable disease investigation and outbreak response activities for COVID-19. The program conducts ongoing outreach to high-risk settings to assess COVID-19 communicable disease reporting and existing infection prevention resources, policies, practices, processes and provides facilities with best practice recommendations for infection prevention. The program currently has Health Educators, Epidemiologists, and a MPH Intern.

DISCUSSION:
The Health Department has been awarded additional funding from the State to support the local COVID-19 response. This position will provide case investigation, contact tracing and testing support activities. The secretary will help to ensure appropriate COVID-19 documentation and thousands of files be input into our ECW/EPIC (electric medical record) system. With the emergence of variants, in preparation of increasing case rates, and renewal of COVID-19 funding for the 2023-2024 fiscal year, there is need for this position.

IMPACT ON HUMAN RESOURCES:
Any necessary actions to create, post and fill new position.

IMPACT ON BUDGET:
This will be paid out of account 2210-605.02-702.00 and related fringe accounts for FY 23/24.  No County Appropriations are needed.

IMPACT ON FACILITIES:
There would be no impact on facilities.

IMPACT ON TECHNOLOGY:
Any necessary steps for a new County employee.

CONFORMITY TO COUNTY PRIORITIES:
Several of the ways in which the COVID-19 program and this position contribute to our county’s values is 1) Communicating available COVID-19 resources and services to our residents, 2) Performing data input and collaborating with our schools to create safer and healthier communities, 3) Maintaining COVID-19 response activity paperwork and files to aid in data-based decision making and planning.
