BOARD ACTION REQUESTED:
To authorize and approve a Purchase Order request to Covetrus North America in the amount not to exceed $95,000.00 for the FY26/27.

BACKGROUND:
Genesee County Animal Care serves the stray population of animals taken with no known medical history. Covetrus North America is the current vendor that provides shelter pricing at low costs. Covetrus maintains our demanding need for medical, surgical and shelter equipment covering a wide variety of needs and services to meet the ongoing aspect of health and welfare to care for the county’s stray and surrendered population. 

DISCUSSION:
Covetrus North America is Animal Care’s main supplier of surgical, medical, shelter equipment and vaccine supplies needed to maintain the shelter and surgical center. Covetrus provides products and services that aid in the health and welfare of Genesee County’s stray population at low-cost pricing. Each animal brought into Animal Care receives vaccinations, spay/neutering services upon adoption, evaluation for care, and surgery if required. Animal Care services over 4000 animals per year of which all receive medical attention. Covetrus is able to meet our ever-growing demand by providing next day delivery. As supply and demand challenges arise, we do rely upon other resources to meet our needs, however Covetrus North America remains our main supplies for goods and services.

IMPACT ON BUDGET:
Funds are available within the allotted approved budget for FY26/27 and can be taken from GL# 2130-430.00-773.000.

IMPACT ON FACILITIES:
Covetrus provides researched products for shelter kennels, surgical center and overall health of the animals we serve at the lowest costs available. This partnership aids in daily functionality and supplies used to operate annually.

CONFORMITY TO COUNTY PRIORITIES:

It is the goal of Genesee County Animal Care to aid in the reduction of the massive stray population that runs at large and provide a community of healthy animals.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

                     BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Animal Care Director to authorize and expenditure, in the form of a Purchase Order to Covetrus North America, in an amount not to exceed $95,000.00 to be paid from account 2130-430.00-773.000, to provide necessary medical, surgical and shelter supplies during FY26/27, is approved (a copy of the memorandum request being on file with the official records of the September 16, 2026 meeting of the Governmental Operations Committee of this Board).
