RE: Establish, post and fill one (1) paralegal position for the Legal Resource Center

BOARD ACTION REQUESTED:
Create one (1) paralegal position in the Legal Resource Center.
BACKGROUND:
The Legal Resource Center, formerly known as the Law Library, has 2 staff at this time. One of the existing positions is classified as a secretary and the other is a paralegal. There is a secretary position vacant in the court and the current law library secretary will be reassigned to that position. This move provides the opportunity to create another paralegal position for the Legal Resource Center.
DISCUSSION:
The future of the Legal Resource Center will be best supported by 2 paralegal staff, whose area of expertise can be structured for best practices to serve the self-represented court users
IMPACT ON HUMAN RESOURCES:
One (1) secretary position will be eliminated, and one (1) paralegal position will be created. No net gain in the number of staff. HR will be consulted to post and fill the position.
IMPACT ON BUDGET:
the adopted FY2324 budget can support this request. The position will be funded from account number 1010-283.00-702.000.

CONFORMITY TO COUNTY PRIORITIES:
Creating the paralegal position would contribute to Genesee County’s priority of Healthy, Livable & Safe Communities. The Genesee County Legal Resource Center having two (2) paralegals will greatly benefit the residents of Genesee County. The Genesee County Legal Resource Center will serve the self-represented court users.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Circuit Court Administrator to authorize establishing, posting, and filling one Paralegal position in the Legal Resource Center and eliminating one Secretary position in the Legal Resource Center, said position to be fully funded from account 1010-283.702.000, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the February 7, 2024 meeting of the Finance Committee of this Board).
BE IT FURTHER RESOLVED, that this Board finds that extenuating circumstances exist supporting waiver of the hiring freeze, and directs the Director of Human Resources to have the necessary personnel position number created, as necessary, for said position and to commence the hiring process so that the position may be filled as soon as practicable in accordance with County policy and any applicable collective bargaining agreement.
