BOARD ACTION REQUESTED:
Approval of request to establish, post, and fill one (1) Advocate Trainee position.
BACKGROUND:
As a result of the funding that has permitted the Prosecutor’s office reorganization and the evaluation, we have done relative to our needs we recognize the benefits of the existing APA Trainee position. The APA trainee position allowed us to hire former Prosecutor’s office interns before they met the minimum qualifications to hire in as an APA and keep the great experience they gained during their internship. By creating a similar Advocate Trainee position this will allow our office to hire some of the great interns we have within the Crime Victim Service division before they meet the minimum qualifications of the Social Service Worker position. Thus, retaining the experience within our department.
DISCUSSION:
We have recognized in the past decade we have needed additional resources with our Crime Victim Services division and with recruitment crisis post COVID being able to retain existing interns in which we have invested training is a significant benefit to the county.
IMPACT ON HUMAN RESOURCES:
HR will have to post the position and conduct the application review process and coordinate with the Prosecutor’s Office to identify qualified applicants for interviews and then go through the hiring process.
IMPACT ON BUDGET:
The position would be budgeted with the Crime Victim Navigator grant for the remainder of FY23/24, and there after funded by the State grant money.
IMPACT ON FACILITIES:
General costs to support an employee - as stated above these are already budgeted positions.
IMPACT ON TECHNOLOGY:

CONFORMITY TO COUNTY PRIORITIES:
Conforms to promote safe communities. This position helps to ensure that public safety will not continue to suffer by providing resources within the Prosecutor’s office for cases to proceed through the criminal justice system.
TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Office of the Prosecuting Attorney to authorize establishing, posting, and filling one (1) Advocate Trainee position, said position to be funded by the Crime Victim Navigator grant (2381-296.03-702.000 and related fringes) for the remainder of FY23/24, and after the grant funds are exhausted, this position will be funded using the Prosecutor’s Office’s state grant money, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the May 1, 2024 meeting of the Finance Committee of this Board).
BE IT FURTHER RESOLVED, that this Board finds that extenuating circumstances exist supporting waiver of the hiring freeze, and directs the Director of Human Resources to have the necessary personnel position number created, as necessary, for said position and to commence the hiring process so that the position may be filled as soon as practicable in accordance with County policy and any applicable collective bargaining agreement.
