RE: 2024 Appraiser Contract Extension
recommendation
BOARD ACTION REQUESTED:
Approval of an extension of the Professional Services Contract with Quality Assessing Services, LLC for appraisal services not to exceed $39,500.
BACKGROUND:
We are currently in the process of trying to fill two vacant Appraiser positions in our department.
DISCUSSION:
This memo is being drafted as a request to extend our contract with Quality Assessing Services, LLC to assist with the 2024 Equalization Study for properties that were previously assigned to the appraisers in the vacant positions. Of those assigned to the two appraisers, there remain 316 parcels (210 Commercial, 59 Industrial, and 47 Agricultural/residential) to complete. Not knowing when these positions will be filled, finds this department facing a need for assistance. I have given much thought to this request and find it is necessary to ensure the department gets the study done timely and without compromising its integrity. Please know that the other two (2) examiners currently employed within this department do not have the time to perform this additional work, as they are busy working to complete the assigned parcels in their studies. We have contracted with Jason Yoakam of Quality Assessing Services LLC, for the last two years, and I believe Jason will be able to step in and manage this project with the same quality work he has provided us with in the past.
IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.
IMPACT ON BUDGET:
Payment for these services would require a budget amendment to the 2023-24 Equalization Department Budget. The requested amendment would be to transfer $39,500 as follows: $32,000 from 1010-257.00-702.000 (Salaries & Wages), $1,000 from 1010-257.00-709.000 (Social Security), $4,500 from 1010-257.00-718.000 (Medical Insurance), and $2,000 from 1010-257.00-728.000 (Retirement) to 1010-257.00-801.041 (Serv Contracts Prof Fees). The spreadsheet from fiscal services for this transfer is included. There is money in the 2023-24 budget to account for this amendment due to the vacant positions. To date, there have been no salary or benefits paid for these two positions out of the 2023-24 budget, therefore there would be no additional funding needed from the General Fund.
IMPACT ON FACILITIES:
There will be no impact on Facilities.
IMPACT ON TECHNOLOGY:
There will be no impact on Technology.
CONFORMITY TO COUNTY PRIORITIES:
This request will conform with the County’s Long Term Financial Stability priority by ensuring that all policies are consistently followed by our department through accountability. This request will also allow the Equalization Department to fulfill our statutory duties, as well as help to ensure fair and equitable assessments throughout the county.
