BOARD ACTION REQUESTED:
GCCARD requests authorization from the Finance Committee with a recommendation to the full Board to create, post and fill two (2) full-time, benefit Intake Outreach Specialist positions.
BACKGROUND:
GCCARD is requesting to create, post and fill two (2) full-time, benefit Intake Outreach Specialist positions. The Intake Outreach Specialist position holds a non-union classification and will assist in the organizing, implementation, and administration of GCCARD program operations. This position will also aid in providing services to the various Genesee County residents seeking assistance through homelessness prevention efforts.
DISCUSSION:
Intake Outreach Specialist support will promote productivity with current services as well as upcoming programs/services.
IMPACT ON HUMAN RESOURCES:
Human Resources will aide in the recruitment/onboarding process
IMPACT ON BUDGET:
The full-time, benefit Intake Outreach Specialist positions will be fully funded within GCCARD’s budgeted grant funds including 2810-695.41-702.000 and related fringe accounts. A budget amendment is attached.
IMPACT ON FACILITIES:
No impact on facilities.
IMPACT ON TECHNOLOGY:
IT will aide in the configuration of computers within GCCARD’s inventory to ensure the staff member has access to all software needed to perform the tasks outlined in the Intake Outreach Specialist full-time benefit job description.
CONFORMITY TO COUNTY PRIORITIES:
As a Community Action Agency, this position will promote Healthy, Livable and Safe Communities and Community Growth. The selected individuals will aid GCCARD in providing our community members with information surrounding resources and services available at GCCARD as well as throughout Genesee County. It will promote Community Growth by way of providing an opportunity to an individual that may in turn promote financial sustainability within our community.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Genesee County Community Action Resource Department Director to authorize establishing, posting, and filling two (2) full-time Intake Outreach Specialist positions, said positions being fully grant funded from account 2810-695.41-702.00 and related fringe account with no general fund allocation required, is approved (a copy of the memorandum request dated March 20, 2024, and supporting documents being on file with the official records of the April 17, 2024 meeting of the Finance Committee of this Board), and the Chief Financial Officer is authorized to record the attached budget amendment.
BE IT FURTHER RESOLVED, that this Board finds that extenuating circumstances exist supporting waiver of the hiring freeze, and directs the Director of Human Resources to have the necessary personnel position numbers created for said positions and to commence the hiring process so that the positions may be filled as soon as practicable in accordance with County policy and any applicable collective bargaining agreement.
