BOARD ACTION REQUESTED:
Approval request to continue funding the Grant Coordinator position in FY2027, beginning October 1, 2026, and ending September 30, 2027, under opioid settlement funds as approved in RESO 2026-1277.
BACKGROUND:
This Board approved RESO 2026-1277 which assisted the Community Engagement and Justice Services department to balance the workload of the Grant Coordinator properly between Community Corrections grant funds and Opioid Settlement funds.
DISCUSSION:
There has been an increase in billings/invoices needing to be entered in BS&A for opioid settlement purchases/services. Having another staff enter invoices was a must as we strive to maintain a department with no conflict of interest. That is why we presented RESO-2026-1277 to the Board and received approval.
Sadly, the Opioid Settlement Steering Committee did not convene in July as scheduled. This delayed this request until the committee gathered, September 4th, and approved.

These services within the department contribute towards Health, Livable, & Safe Communities by helping reduce crimes in relation to substance use disorder and continue to help reduce incarceration rates through engagement. This is how we further ourselves into the priority of an Inclusive and Collaborative Culture. Maintaining our position as convener to obtain the best possible outcomes with these dollars.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Deputy Director of Community Engagement and Justice Services to authorize continuing to use the opioid settlement funds, as approved under RESO 2026-1277, to partially fund the Grant Coordinator position for the fiscal year beginning October 1, 2026, through September 30, 2027, and granting permission for $15,000.00 of the total cost of the Grant Coordinator ($115,930.23) be fulfilled through opioid settlement funds, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Finance Committee of this Board).
