BOARD ACTION REQUESTED:
Approval of an agreement between Genesee County and Spartan Construction Group, INC., to provide masonry repairs to the Genesee County Jail and Circuit Courthouse from ITB #26-491 for the base bid amount of $6,424,000.
BACKGROUND:
The county hired an engineering firm to create specifications and address exterior building envelopes concerns associated with the Jail and Circuit Courthouse. Water infiltration and failing motor and sealant joints as well as some bricks falling causing hazards to the public and staff.
DISCUSSION:
Our facilities represent a significant taxpayer investment. Proper stewardship through preventative maintenance and strategic repairs and upgrades to protect the investments and avoid far higher future costs from deferred maintenance.
IMPACT ON HUMAN RESOURCES:
None.
IMPACT ON BUDGET:
To be paid from the capital funds account 4017-265.00-975.001 in the amount of $6,424,000 plus an owner’s contingency fund of 7% to address any necessary unforeseen conditions and/or allowances that may be uncovered during the project work.
IMPACT ON FACILITIES:
Facilities and Operations will be overseeing the project.
IMPACT ON TECHNOLOGY:
None.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by Director of Facilities and Operations to authorize entering into an agreement between Genesee County and Spartan Construction Group, INC., in an amount of $6,424,000 plus an owner’s contingency fund of 7% ,to be paid from account 4017-265.00-975.001, for the purpose of addressing exterior building envelopes concerns associated with the Jail and Circuit Courthouse, is approved (a copy of the memorandum request, contract, and supporting documents being on file with the official records of the August 12, 2026 meeting of the Public Works Committee of this Board), and the Chairperson of this Board is authorized to execute the agreement on behalf of Genesee County.
