BOARD ACTION REQUESTED:
Facilities and Operations is requesting that the Board of Commissioner’s approve a contract with Rowe for engineering services to aforementioned parking lot locations.
BACKGROUND:
Parking lots at these locations have been slated as capital improvements. This request will start the work on reviewing and developing the plans to improve the parking lots for bid specifications to be developed.
DISCUSSION:
Purchasing Department issued a request for qualifications back in March 2026. Various engineering and architectural firms submitted resumes. An evaluation team was assembled to go through each submission. The team selected firms that had experience in developing and rehabbing parking lots. Three of the highest scoring firms were issued a proposal for these mentioned parking lots. Rowe was selected to perform the work.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Purchasing Director to authorize entering into a contract with Rowe Professional Services Company, whereby Rowe will provide engineering services by reviewing and developing plans to improve parking lots on Beach Street, Saginaw Street, at the Juvenile Justice Center, and areas of the Park and Recreation Department, at a total cost not to exceed $317,600.00, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the November 3, 2026 meeting of the Finance Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
