RE: Approval for Acceptance of a Grant Award in the Amount of $13,625.00 from All Rise for Justice for Expansion of Veteran’s Treatment Court Testing

recommendation

BOARD ACTION REQUESTED:
The Genesee County Specialty Courts, specifically Veteran’s Treatment Court (VTC), are requesting authorization to accept for a one-year grant with All Rise; the Veteran’s Treatment Innovations Grant in the amount of $13,625 under ALN #16.585. No match is required. The grant cycle for spending is now open, and funds must be spent by 3/26/2025. The funding was requested and allocated to allow for out-of-county testing for VTC participants as many of them live outside of Genesee County and for the purchase of alcohol oral swab test kits.

BACKGROUND:
Genesee County Veteran’s Treatment Court has been in operation for many years and is fully grant-funded through the State Court Administration Office (SCAO) via their Michigan Veteran’s Treatment Court Grant Program. The pot of money available to fund VTC programs is very small, so ancillary funding is necessary for the success of the program and adherence to best practice guidelines to continue the program in the future to fidelity.

DISCUSSION:
This grant is utilized to support out-of-county drug testing for VTC participants and will also support the purchase of oral swab alcohol test kits.

IMPACT ON HUMAN RESOURCES:
None

IMPACT ON BUDGET:
The award does not require a Genesee County match. The budget for the project ending on 3/25/2025 is $13,625.00.

IMPACT ON FACILITIES:
None

IMPACT ON TECHNOLOGY:
None

CONFORMITY TO COUNTY PRIORITIES:
The Veterans Treatment Innovation grant funding money advances the priority of safe communities by enhancing public safety and reducing the rate of recidivism through rehabilitation. This grant funding provides participants with tools, resources, and support necessary for offenders to maintain sobriety.
