RE: Approval of a grant award from the Michigan Department of Health & Human Services, in the amount of $408,296.00, to provide for the 2025 Crime Victims Services at Genesee County's Prosecutor's Office; the budget for this grant is attached
recommendation
BOARD ACTION REQUESTED:
Authorization to accept an annual grant in the amount of $408,296.00 from MDHHS for Crime Victims Services for FY2025.
BACKGROUND:
The Prosecutor’s Office is mandated under the Crime Victim Rights Act, P.A. 87 of 1985 and Article 1, Section 24 of the Michigan Constitution to provide victims of crimes with certain services and advocacy in the criminal justice system. To help meet our responsibilities in this area, the Prosecutor’s Office receives a Crime Victim Rights grant award allocation from the Michigan Department of Health and Human Services (MDHHS) to partially pay for salaries and fringe benefits for a supervisor, two victim advocates and a secretary.
DISCUSSION:
This grant is an annual award from the State that is a significant source of monies for our budget.
IMPACT ON HUMAN RESOURCES:
No change in the current staffing structure.
IMPACT ON BUDGET:
The award allocation for FY2024 is $408,296.00 which includes $382,528.00 for salaries and fringes and $25,768.00 in ancillary funds for direct victim services (e.g. bus fare to court, lunch money during long court sessions, parking, childcare and pet care as needed, etc.). There are no matching funds required for this grant. However, the County’s general fund covers the cost gap between the grant award and the actual costs for the four employees assigned to this grant.
IMPACT ON FACILITIES:
None.
IMPACT ON TECHNOLOGY:
None.
CONFORMITY TO COUNTY PRIORITIES:
This grant advances the priority of safe communities by adding resources to assist victims of crime. These grant funds also tie into the County’s value of service by giving us more resources to provide prompt, efficient and competent service to victims of crime while at the same time helping secure the County’s financial stability by providing funds that otherwise would have had to come from the County’s general fund.
