RE: Healthy Start Carryover Funding

recommendation

BOARD ACTION REQUESTED:
Approval of the Board of Commissioners to accept Healthy Start Carryover funding in the amount of $328,040.00.

BACKGROUND:
The Genesee Healthy Start Program is a federally funded (U.S. Department and Human Services - HRSA) infant mortality reduction program. Healthy Start awards are granted to communities where populations of women and children have significant high risk of adverse pregnancy and birth outcomes. The Genesee Healthy Start Program has been a staple of the Flint community since 2001 and works with various partner agencies such as Hurley Medical Center and Ascension Genesys.

DISCUSSION:
The acceptance of carryover funding will allow additional staff roles in Healthy Start including a Community Health Analyst and an additional Community Health Liaison. These positions will assist with significant needs of clients in the Healthy Start program. These roles will allow for the continued focus on prevention of disease and illness, as well as building the overall health resource capacity of the Health Department.

IMPACT ON HUMAN RESOURCES:
HR will be needed to post and fill the additional positions.

IMPACT ON BUDGET:
Utilization of the Healthy Start Carryover funds will increase the overall budget of the Health Department. A budget amendment will be provided in a separate request.

IMPACT ON FACILITIES:
None.

IMPACT ON TECHNOLOGY:
Logins will need to be created and devices will need to be programmed for the new staff.

CONFORMITY TO COUNTY PRIORITIES:
Healthy Start is a key priority program to help the County meet its priorities around diversity, equity, inclusion. Reducing infant mortality disparities is the best way to see the direct impact that public health has on the Genesee County Community.
