BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests approval to award ITB #26-504 - Engineered Wood Fiber (EWF) to Superior Groundcover, Inc. for a total contract amount not to exceed $43,000.00.
BACKGROUND:
ITB #26-504 was advertised by the Genesee County Purchasing Department. One bid was received. The bid was reviewed by Director and Director of Facilities Management.
DISCUSSION:
Parks has worked with Superior Groundcover, Inc. for multiple projects and were satisfied. Superior Groundcover, Inc. will furnish, deliver, and install EWF, at a rate of $39.00 per cubic yard, in the following parks: Bassett, Broome, Bundy, Cook, Delaware, Hasselbring, Mann Hall, McClellan, Sarginson, Bluebell Beach, Flushing County Park, Linden County Parks, Riverside West, and Woodlawn.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, the Parks Department has requested the Purchasing Department to solicit a bid/proposal for Engineered Wood Fiber (EWF), in which one (1) bid/proposal was received and evaluated.
NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Parks and Recreation Director to authorize entering into a contract between Genesee County and Superior Groundcover, Inc., the lowest responsive provider, in an amount not to exceed $43,000.00 to furnish, deliver, and install EWF throughout the park system, with $33,400 being paid from account 2084-788.00-801.028 and $9,600 being paid from account 2080-770.01-930.000, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the August 12, 2026 meeting of the Public Works Committee of this Board), the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County, and the Chief Financial Officer is directed, as necessary, to amend the budget lines associated with the project.
