BOARD ACTION REQUESTED:
Approval of a 5-year agreement between Genesee County and Logicalis in an amount not to exceed $131,000.00 to provide immutable storage; the cost of this agreement will be paid from accounts 1010-228.01-978.005, 1010-228.01-801.007, account 1010-000.00-123.000.

BACKGROUND:
Immutable storage is a type of data storage that protects saved information from being changed, deleted, or overwritten for a set period of time. It is commonly used as part of a backup and disaster recovery system to maintain secure copies of important data. Once backup data is placed in immutable storage, it remains protected during the required retention period and can be used to restore information if the original files or systems are lost, damaged, or unavailable.

DISCUSSION:
The Information Technology Department recommends awarding the RFP 26-487 for immutable storage to Logicalis at an amount not to exceed $131,000.00. The 5-year pre-payment option saves approximately $21,000 over the 5-year period.  This solution will strengthen the County’s backup and recovery process by providing protected copies of critical data that cannot be changed, deleted, or overwritten during the required retention period. This is important because backups are a key part of restoring County systems after a ransomware event, accidental deletion, system failure, or other technology disruption. Awarding this agreement will help reduce the risk of extended downtime, protect important County records, and support continued access to essential services. The recommended solution also provides an additional layer of protection for existing backup systems and helps ensure the County is better prepared to recover from unexpected data loss or system outages.

IMPACT ON HUMAN RESOURCES:
There is no impact on Human Resources.

IMPACT ON BUDGET:
This is a budgeted expense not to exceed $131,000.00 using August 1, 2026, as an estimated starting date for the agreement; to be paid out of the following accounts 1010-228.01-978.005 - $84,875.17; 1010-228.01-801.007 - $1,540.86 and pre-paid account 1010-000.00-123.000 - $44,583.97.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Chief Information Officer to authorize awarding RPF 26-487 for immutable storage to, and entering into a 5-year agreement with, Logicalis, at a total cost for the five years not to exceed $131,000.00 to be paid from accounts 1010-228.01-978.005 ($84,875.17), 1010-228.01-801.007 ($1,540.86), and pre-paid account 1010-000.00-123.000 ($44,583.97), is approved (a copy of the memorandum request and supporting documents being on the file with the official records of the July 15, 2026 meeting of the Public Works Committee of this Board).
