BOARD ACTION REQUESTED:
Approval of an agreement between the University of Michigan-Flint and Genesee County to provide practicum experience opportunities for University students.
BACKGROUND:
The University of Michigan-Flint’s BSW and MSW practicum programs are designed to prepare future social work professionals with the skills needed to promote meaningful change in communities. Through hands-on practicum experiences, students apply classroom learning in real-world settings, developing core competencies and gaining practical experience under the guidance of qualified field instructors.
DISCUSSION:
The Genesee County Health Department will provide practicum experience to students enrolled in the University of Michigan-Flint’s BSW and MSW programs. Health Department staff will collaborate with student interns to develop goals and objectives that align with the University of Michigan - Flint’s practicum requirements and CSWE core competencies. This partnership is supported by an active affiliation agreement that outlines the arrangement between the University of Michigan - Flint Practicum Education Office and Genesee County. No funding or county appropriation is needed.

Collaborations between community agencies and the University of Michigan-Flint strengthen the local workforce and support long-term community well-being. The partnership between UM-Flint and the Genesee County helps build a pipeline of skilled social work professionals equipped to improve health outcomes and contribute to sustainable public health initiatives across Genesee County.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Health Officer to authorize entering into an Affiliation Agreement between Genesee County and the Regents of the University of Michigan, whereby the Health Department will partner with University of Michigan-Flint College of Health Services, Social Work Department, for services related to the placement of BSW and MSW student interns through the Social Work Practicum Program for a five-year period commencing upon the signing of said agreement, at no cost to the county, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the August 13, 2025 meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized to execute the agreement on behalf of Genesee County.
