TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, Genesee County, through this Board of County Commissioners of Genesee County, Michigan (“this Board”), has established a county-wide system of emergency telephone dispatch services for the benefit of the residents of the County; and
WHEREAS, this Board previously approved a telephone surcharge in the amount of $1.86 per month for each telephone service user to be placed on the ballot for voter approval on May 2, 2017, which was approved, and again on May 4, 2021, which was again approved; and
WHEREAS, the Membership Board of the Genesee County 9-1-1 Consortium Commission (GC911), at a meeting held on February 13, 2024, adopted a resolution requesting that a question be placed on the August 6, 2024 ballot to be voted on by the voters of Genesee County seeking to increase the surcharge to $3.00 per month for each telephone service user; and
WHEREAS, GC911 requests this Board to authorize placement of the ballot question seeking to increase the surcharge on the August 6, 2024 ballot by certifying the question to the County Clerk-Register.
NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the following question shall be submitted to a vote of the electorate of Genesee County, Michigan, on August 6, 2024, in a special election to be held in conjunction with the primary election scheduled for that date:

Proposition for 9-1-1 System Funding
Shall the County of Genesee, Michigan, be authorized to assess a charge on all landline, wireless, and voice over the internet protocol service users located within Genesee County of $3.00 per month for each of the five (5) years from 2025 through 2029, inclusive, to be distributed exclusively for funding of 9-1-1 emergency call answering and dispatch services within Genesee County including facilities, equipment, maintenance, and operating costs?

BE IT FURTHER RESOLVED, that the preceding question is hereby certified to the County Clerk-Register and, through the County Clerk-Register, to the Board of Election Commissioners of Genesee County.
BE IT FURTHER RESOLVED, that a special election is called for August 6, 2024, throughout Genesee County, for the purpose of submitting the above-stated ballot question to the electorate.
BE IT FURTHER RESOLVED, that notice of the aforesaid election and of registration therefor shall be given, the ballots therefor shall be prepared, the election shall be conducted, and the results thereof shall be canvassed and certified, all as required by law, by the County Clerk-Register, the Board of Election Commissioners, the Board of County Canvassers, and other election officials.
