BOARD ACTION REQUESTED:
Staff is requesting approval of a contract amendment to add $1,129,369.44 of American Rescue Plan Act funding (ARPA) to the Kearsley Creek Interceptor Sewer Project (1010-640.02-899.007). Staff is recommending to extend the contract end date, approval of a budget amendment to move the funds, and for an authorized signature on the amendment. The new contract end date will be November 6th, 2026.

DISCUSSION:
After reviewing all the currently funded ARPA projects, only one meets the above criteria, which is the Kearsley Creek Interceptor Project.

This project has no impact on Human Resources.

This project has no impact on Facilities.
IMPACT ON TECHNOLOGY:
This project has no impact on Technology.
CONFORMITY TO COUNTY PRIORITIES:
This project conforms to the priority of Community and Economic Growth. The KCI Sewer Extension is a large, multi-jurisdictional project, focused on providing sewer access to hundreds of parcels across Eastern Genesee County. Contributing ARPA funds to this project will ensure that both homes and businesses have a reliable sewer option and will allow for economic expansion in the future.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize amending the contract between Genesee County and the Genesee County Drain Commissioner to add $1,129,369.44 to the Kearsley Creek Interceptor Project (1010-640.02-899.007), said reallocation being necessary due to the expiration of American Rescue Plan Act (ARPA) funds at the end of the calendar year, approving the respective budget amendment, and approving an authorized signature on the amendment, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the June 10, 2026 meeting of the Finance Committee of this Board), the Chairperson of this Board is authorized to execute the amendment on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
