BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests approval to award ITB #26-511 - Steam Locomotive 464 Boiler Repair to Purvis & Foster Inc., for a total amount not to exceed $146,327.00.

BACKGROUND:
ITB #26-511 was advertised by the Genesee County Purchasing Department. Two bids were received. The bids were reviewed and evaluated by the Director, Director of Railroad Operations, and Chief of Locomotive Operations.

The Charles Stewart Mott Foundation awarded a grant to Parks to fund the restoration of Locomotive 464. This project ensures the long-term sustainability of a unique regional attraction that supports tourism, economic activity, educational programming, and quality-of-life opportunities for residents and visitors of Genesee County.

DISCUSSION:
Purvis & Foster Inc. will furnish all labor, equipment, materials, and services necessary to complete boiler repair for Steam Locomotive 464, for a total contract amount not to exceed $146,327.00. All work must be complete by November 24, 2027.

Parks has worked with Purvis & Foster Inc. on multiple projects, and they have been reliable, professional, and experienced with our historic equipment. They were the lowest bid.

Expense to be paid from account 2087-770.41-978.000.
NO USE OF GENERAL FUND. NO USE OF PARKS FUND.

CONFORMITY TO COUNTY PRIORITIES:
The steam boiler repair project aligns with County’s priorities by protecting a significant County-owned asset, preserving local history, and supporting the continued safe operation of Crossroads Village & Huckleberry Railroad. TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

                     WHEREAS, the Parks Department has requested the Purchasing Department to solicit a bid/proposal for Steam Locomotive 464 Boiler Repair, in which two bids were received and evaluated; and

                     WHEREAS, the Parks Department has reviewed and evaluated the bids and now has an award recommendation.

                     NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Parks and Recreation Director to authorize entering into a contract between Genesee County and Purvis & Foster Inc., the lowest responsive bidder, in an amount not to exceed $146,327.00, for the boiler repair of Locomotive 464 at Huckleberry Railroad, to be paid from account 2087-770.41-978.000, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Public Works Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
