BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to create, post, and fill the Weatherization Manager position, with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
GCCARD is requesting authorization to create, post, and fill the Weatherization Manager position. This full-time, benefit, non-union position operates under the supervision of the Deputy Director and is integral to the oversight of GCCARD’s Weatherization program.
DISCUSSION:
The duties of this position include oversight of the day-to-day operations of the GCCARD Weatherization program, supervision of Weatherization staff, preparation and monitoring of program budget, activities and compliance with program goals and objectives, authorization of all expenditures for repair/replacement of tools and equipment, assuring eligibility of all contracts for program services, and review of client progress.
IMPACT ON HUMAN RESOURCES:
The Genesee County Human Resources Department will be required to post the position, schedule interviews, and oversee the hiring process.
IMPACT ON BUDGET:
Budget to be submitted with grant approval. Costs associated with this position are to be charged to fund number 2744-695.43-702.000 and related fringes. A General Fund appropriation will be accounted for in the request from RES-2024-715.
IMPACT ON FACILITIES:
There will be no impact on Facilities and Operations.
IMPACT ON TECHNOLOGY:
The Genesee County IT Department may be required to create new hire credentials.
CONFORMITY TO COUNTY PRIORITIES:
This memorandum conforms to Genesee County’s priority of Long-Term Financial Stability as this position will help ensure the longevity and compliance of the GCCARD Weatherization program, and Healthy, Livable, and Safe Communities by ensuring that our Weatherization program continues to operate at full capacity with the hope of expanding our program and servicing more Genesee County residents.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize creating, posting, and filling a Weatherization Manager position, said new position to be charged to fund number 2744-695.43-702.000 and related fringes, with a General Fund appropriation required pursuant to RES-2024-715, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the January 22, 2025 meeting of the Finance Committee of this Board).
BE IT FURTHER RESOLVED, that this Board directs the Director of Human Resources to have the necessary personnel position number created, as necessary, for said position and to commence the hiring process so that the position may be filled as soon as practicable in accordance with County policy and any applicable collective bargaining agreement.
