RE: Approval of the annual purchase order to Berger Chevrolet for the purchase of vehicles for various departments for fiscal year ending 2025

. recommendation

BOARD ACTION REQUESTED:
Approval of the annual purchase order to Berger Chevrolet for the purchase of vehicles for various departments for fiscal year ending 2025

BACKGROUND:
It has been the practice of Genesee County’s Motor Pool to replace vehicles at regular yearly intervals and/or mileage to maximize auction value. For most vehicles and departments, the replacement interval is 5 years or 120,000 miles. Annually, Motor Pool reviews the existing fleet and makes recommendation for replacement based on this practice. Since COVID, vehicle availability, and our vendors ability to outfit vehicles, has slowed and caused delays in delivery. Motor Pool is taking this into consideration when proposing annual purchases.

DISCUSSION:
For FYE 2025, Motor Pool is recommending the purchase of 47 vehicles to replace existing vehicles and/or add vehicles where there are available dedicated grant funds.  Attached to this memo is a list of each vehicle, the vehicle it is replacing, or the specific funding that is paying for the additional vehicle. The costs associated with each vehicle are approximate. Final fleet cost is unknown until time of order. This list does include the purchase of 3 electric vehicles as a pilot program for Genesee County’s Fleet.  In addition to the purchase of these vehicles, Motor Pool also requests authorization to outfit those specialty vehicles as required.  Pricing for this fluctuates based on timing of vehicle delivery but was anticipated within the current fiscal year budget. This will also include the outfitting of the vehicles per the departments needs and request.

IMPACT ON HUMAN RESOURCES:
N/A

IMPACT ON BUDGET:
Consistent with previous years, GM provides Fleet Pricing for this purchase. Until vehicles are ordered, we will not have a specific dollar amount. The purchase/use of these vehicles was provided for in the current budget as adopted by this Board. Should the total cost exceed our estimate, Motor Pool will reevaluate the numbers of vehicles to ensure we are consistent with the adopted budget. Retired vehicles will be auctioned to recoup at least some of the cost associated with operating the fleet. This will include the purchase of EV vehicles for the fleet along with the Sherrif’s department. This will also include the out fitting of vehicles per department needs. We will be using the following accounts -Parks will use 2080-764.00-978.000 for the Tahoe’s and 6665-000.00-148.000 for their other vehicles. Motor pool vehicles will be using 6610-000.00-148.000 and GCCARD will use 2733-697.15-981.000.

IMPACT ON FACILITIES:
Motor pool will be receiving the new vehicles and getting the old vehicles to auction. Work with departments on receiving new vehicles and sending old vehicles to Auction.

IMPACT ON TECHNOLOGY:
N/A

CONFORMITY TO COUNTY PRIORITIES:
Long-term financial stability by keeping a newer fleet with better reliability and a better return on resale. With the newer sheriffs’ vehicles, we will promote safe communities with a reliable fleet of vehicles.
