BOARD ACTION REQUESTED:
Approval of a contract between Genesee County and Preferred Removal Service for two grant funded positions not to exceed $100,000.00 per year. These positions are 100% grant funded.

BACKGROUND:
In October of 2019 the Board of Commissioners approved the Medical Examiner’s request to apply for the Enhanced Toxicological Screening and Opioid Detection Grant (resolution #2019-710).  The Medical Examiner’s Office was awarded the grant and on 3/11/2020 (resolution # 2020-138) the Board of Commissioners approved the acceptance of the grant funds which were to be used for a 100% grant funded position with Preferred Removal Service (resolution # 2020-405 and extended with resolution 2021-418). The grant was extended for an additional 5 years with an increase in funding to $100,000.00 per year with Board approval (resolution 2023-483).  Due to contract expiration, increase in grant funding and adding a second grant funded position a new contract with Preferred Removal Service needs to be approved.

Medical Examiner's Office plays a crucial role in helping communities live healthy and safe by providing several important functions such as monitoring drug-related deaths: Medical examiners often play a crucial role in monitoring and addressing drug-related deaths within a community. By conducting toxicology screenings and analyzing the cause of death in cases where substance abuse may be involved, they can help identify high-risk substances, evaluate the impact of drug epidemics, and guide public health interventions, such as drug education programs or targeted enforcement efforts.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Medical Examiner’s Office to authorize entering into a short term consulting agreement between Genesee County and Preferred Removal Service, whereby Preferred Removal Service will be providing two Opioids and Emerging Drug Death (OEDD) analyst positions to be paid with grant funds with no county match required, at a total cost not to exceed $100,000.00 for the year to be paid from account 1010-648.00-801.000 (Service Contract), is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the January 8, 2025 meeting of the Finance Committee of this Board), and the Chairperson of this Board is authorized to execute the agreement on behalf of Genesee County.
