BOARD ACTION REQUESTED:
Approval for a PO to purchase a telehealth awareness campaign through Commando Marketing to increase awareness and promotion of Family Planning telehealth services.

BACKGROUND:
The GCHD Family Planning Program received a no-cost extension on the additional grant funding previously received to further pursue the enhancement and expansion of  our telehealth infrastructure. 

DISCUSSION:
The GCHD Family Planning program implemented use of telehealth services in 2020 as a means to safely offer quality reproductive health services during the COVID-19 emergency. Since then, telehealth services have remained a popular method of receiving medical care, especially for those who experience access to care barriers, such as transportation.  A portion of these, the Family Planning Telehealth Infrastructure Enhancement & Expansion Grant has been allocated for increasing awareness of our telehealth services through advertising.  GCHD has previously worked with Commando Marketing on an HIV prevention marketing campaign with great success. Commando’s knowledge and expertise in sexual health advertising along with their experience in promoting other organizations telehealth services, lends to their ability to develop a successful Family Planning telehealth campaign for GCHD.  Through increased telehealth awareness, our goal is to increase access to high quality Family Planning services, which will increase breast and cervical cancer screenings and reduce STIs and unplanned pregnancies in Genesee County. No county appropriation is needed.

There is no anticipated impact on human resources.

IMPACT ON BUDGET:
This expenditure is budgeted in the current fiscal year budget under the advertising line item.

IMPACT ON FACILITIES:
There is no anticipated impact on facilities related to this request.

IMPACT ON TECHNOLOGY:
Commando Marketing provides all technical support related to their marketing. There is no anticipated impact on technology related to this request.

                                                                  Communicate available resources and services to our residents- A marketing campaign allows the Family Planning program to promote services to a wider range of individuals that may not otherwise hear about what the GCHD Family Planning Program has to offer.                                                                                                                        Inclusive, Collaborative Culture                                                                                   Bring diverse people and groups to the table & Embrace diversity, equity and inclusion - Marketing campaigns allow for multiple groups to come together to create a program promotion that will reach different races, age groups, etc. by different modes. TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Acting Health Officer to authorize a Purchase Order to Commanding Marketing, in a total amount not to exceed $28,000.00 to be paid from account 2210-611.02-900.014 with no county appropriation, to purchase a Family Planning telehealth services awareness advertising campaign, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the April 17, 2024 meeting of the Finance Committee of this Board).
